Joint Powers Authority

Watershed Connect is governed by the Upper Santa Ana River Watershed Infrastructure Financing Authority (USAR WIFA), a Joint Powers Authority representing San Bernardino Valley Municipal Water District, San Bernardino Valley Water Conservation District, City of San Bernardino Municipal Water Department, and Yucaipa Valley Water District.

 

The program's Joint Powers Authority (JPA) meets the first and third Wednesdays of each month. 

The Upper Santa Ana River Watershed Infrastructure Financing Authority is committed to:

  • Developing a means to facilitate the financing for Watershed Connect to provide a more reliable and affordable water supply to the members and their respective rate payers.
     

  •  Investing in Watershed Connect projects to modernize aging infrastructure and to address issues facing the region and its Members, such as the impacts of climate change, drought and the need for cooperative water management to assure safe and reliable drinking water and environmental restoration.
     

  • Planning for, designing, constructing, operating, maintaining, repairing and replacing  water-related facilities and to buying, selling, leasing and using property and to incur indebtedness for public purposes pursuant to the California Water Code, the California Government Code and other laws of the State of California.
     

  • Using any and every power common to them for the purpose of financing the costs of the various projects comprising Watershed Connect.

TECHNICAL ADVISORY COMMITTEE

The Watershed Connect Technical Advisory Committee (TAC) is comprised of experienced industry professionals with one representative from each member agency. The TAC is responsible for reviewing program agreements and providing recommendations to the JPA Board.

 

The TAC meets on the second and fourth Wednesday of each month.
